Dead Voters Casting Ballots From Beyond The Grave Chris Halsne KIRO 7 Eyewitness News Investigative Reporter
POSTED: 10:37 am PST November 3, 2008 UPDATED: 7:47 pm PST November 3, 2008
SEATTLE -- Voting from beyond the grave was suppose to be a thing of the past, but an extensive KIRO Team 7 Investigation discovers it's not only happening here, but nationwide.
Investigative Reporter Chris Halsne, with help from outside experts, used some sophisticated computer software to match up the Social Security Administration’s master death file with active voters in Washington.
Edward Hanel was a proud military veteran, and, despite the fact he was wheelchair-bound in his final days, made sure his wife Hazel got him down to that voting booth each election.
Records from the Washington Office of the Secretary of State show that Edward cast his last ballot on Nov. 6, 2007. However, according to his wife, Hazel, Edward passed away in July of 1996 - more than 12 years before that.
Halsne: "Any explanation of how he voted in 2007?"
Hazel Hanel: "Uh, who was running then? Oh no. He couldn't have because he had died before then. No way. No way he could have. Absolutely no way he could have."
Halsne: "Impossible?"
Hazel: "Absolutely impossible."
Hazel says (and the state election database confirms) that her husband was not getting absentee ballots mailed to her house. That means someone must have voted for him in person. Whether intentional or a mistake, it shouldn't even be possible. Hanel was supposed to be purged from the active voters’ database years ago.
Hazel Hanel told Investigative Reporter Chris Halsne, “I'm glad you're doing things like that. I'd like to see a honest program, an honest election where there isn't always doubt. I don't want there to be two or three recounts, both here in our state and well as in our federal government.”
KIRO Team 7 Investigators found more than 100 dead voters still on Washington's active voter rolls, with 15 of them actually casting "ghost" ballots.
That's a relatively low number, compared to some other states. We partnered with Cox Television affiliates nationwide to hunt for fraudulent voters.
From around Atlanta, Ga., our data analysis shows 1,636 dead people are still registered to vote, and 42 cast a ballot from the cemetery already -- a clear sign of fraud.
In Dayton, Oh., our affiliate partners found 3,856 dead voters on the rolls, 22 of which voted.
In the nine counties surrounding Oakland, Calif., 5,982 deceased voters materialized, 232 of which voted after they died.
In Florida, in just eight populous counties, 2,765 active voters are dead and 27 voted from beyond the grave.
Washington Secretary of State Sam Reed launched a new elections fraud computer system two years ago, purging tens of thousands of dead and duplicate voter registrations.
“I mean, it's probably as clean as we've ever had in Washington,” said Reed.
That system will make for the fewest ghost voters ever, but Reeds says there are always a few hitches in a tight race.
“What I found is that when you get a virtual tie, and they use that magnifying glass, you're going to find human error, and the largest number of errors was from the voters themselves not following directions. The second came in the counties not following the best practices and some of them required practices that we had. We tightened up considerably on the counties,” said Reed.
Tightening up the rules on all fraudulent ballots is something Hazel Hanel would love to see, adding “There's so much hanky-panky going on.”
We provided a list of 127 active voters that appear to also be dead to the Secretary of State about a month ago. That office went to work to flag, and then figure out, each case. Fifty-four voter registrations have been canceled so far, including Edward Hanel’s. The rest are still under investigation.

The Most Fraudulent Election Ever According to federal election law, any presidential campaign that participates in public financing is automatically audited after an election. When Barack The Messiah broke his promise to the American people by forgoing the public financing system, his campaign became the first since public financing became law to have a chance of not being audited. Federal law does still allow the Federal Election Commission to audit a presidential campaign that doesn’t participate in public financing, but at least four of the six FEC commissioners must first vote to pursue an investigation “for cause.” No doubt there is great “cause” to be concerned about Obama’s fundraising efforts. Late last month, the venerable and independent National Journal tested reports that the The Messiah campaign’s online fundraising system was built to facilitate fraud. Veteran journalist Neil Munro bought two pre-paid American Express gift cards worth $25 each to donate to the The Messiah and McCain campaigns online. Munro purchased the cards with cash and then accessed the The Messiah and McCain campaign websites from a public library in Fairfax, Va. The The Messiah campaign’s site accepted the $25 donation, but the McCain campaign’s site rejected it . Contacted by National Journal, the McCain campaign explained its system rejected the donation because American Express could not verify that the donor lived at the address given with the online contribution. Contacted to explain why its campaign accepted the donation despite the existence of any safeguards, the The Messiah campaign replied by e-mail: “Name-matching is not a standard check conducted or made available in the credit card processing industry. We believe Visa and MasterCard do not even have the ability to do this.” But Juan Proano, whose technology firm handled online contributions for John Edwards’ presidential primary campaign, told the Washington Post it is possible to require donors’ names and addresses to match those on their credit card accounts. But some campaigns are reluctant to impose that extra layer of security. “ Honestly, you want to have the least amount of hurdles in processing contributions quickly,” Proano said. Obama’s donation fraud facilitation does not end there. Pressed by National Journal to explain why the campaign failed to identify hundreds of thousands of low-dollar donors, the The Messiah campaign responded that it “would be a pretty hard thing for us to be able to process.” National Journal responds: But there is much widely used and inexpensive technology that allows Republican and Democratic campaigns to sort and identify millions of donors and to highlight or exclude overseas contributors. The technology is offered by companies that complete credit card transactions, by banks that provide credit cards to customers, by telecommunications companies that maintain digital networks, and by a variety of smaller firms that track Internet activity. … five-minute phone call to Bank of America’s merchant-services department showed how a campaign could sort transactions to identify any credit cards that were used to make small donations under fake names and fake addresses. The campaign could download transaction data from the bank’s Web site and transfer the file into a database, such as Excel, said the Bank of America employee. “Then highlight all your transactions and click your sort button,” the employee said.
So there you have it. Instead of making a 5-minute phone call to protect the integrity of U.S. elections, the The Messiah campaign did nothing. This is exactly the same approach the campaign has taken toward ACORN’s massive and well-established voter registration fraud campaign. Hear no evil, see no evil. ACORN takes a zero-effort approach to preventing vote fraud during its registration drives. Nate Toller, who headed an ACORN campaign against Wal-Mart in California until 2006, told John Fund: “There’s no quality control on purpose, no checks and balances .” And Anita MonCrief, another ACORN whistleblower, agrees: “It’s ludicrous to say that fake registrations can’t become fraudulent votes. I assure you that if you can get them on the rolls you can get them to vote, especially using absentee ballots.”
Already The Messiah and Democrat staffers have been forced to resign for registering and casting ballots in more than one state. If Americans are ever to trust the electoral process again, a full investigation and audit of The Messiah and ACORN are an absolute necessity.
